In other words if I click a PDF attachment in email which is a read only document, can there actually be a virus if its not an executable exe program?

Yes, there are many ways to do that. Some are common exploits, it can be anything from a link in the PDF file which links to virus download or it can just be a scripting exploit in PDF. There are many different ways so dont just assume PDF is safe and does not have a virus.
