taht sounds like you may have a bad power supply, or you may have bad memory. The easiest thing to check is the bad memory, remove them one by one to see if one of hte chips are bad. If it boots up then you know you have a bad chip, it will take longer to boot up though because you will have less memory. Also try booting up in safe mode and see if thats the same, and boot up in safe mode for your tests as that will probably boot up faster without starting all the software programs and drivers.

Booting up in safe mode is just the option on your screen when its a black screen and says start up in safe mode, it displays whenever you bootup (but is usually ignored by everyone until there is a problem). On the memory part, if you have no idea how to do that or have never done it before, then you should have a friend or neighbor show you, or take it in somewhere (and watch them do it, its easy but if you haven't done it before it may seem confusing).
