In your JCL you can just use iebgener (PGM=IEBGENER) with the field control statement option (Then use PZ which is the statement to convert packed decimal to zoned decimal formats).

Yes, you can use DFSORT statements like this:

   OPTION COPY
   INREC BUILD=(11,4,PD,TO=ZD)

There are many more variations depending on what exactly you want the output to look like.

If you're not familiar with DFSORT and DFSORT's ICETOOL, I'd suggest reading through "z/OS DFSORT:  Getting Started".  It's an excellent tutorial, with lots of examples, that will show you how to use DFSORT, DFSORT's ICETOOL and DFSORT Symbols.  You can access it online, along with all of the other DFSORT books, from:
